Quezon City – The Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD) is ready to release the 2nd tranche of the of the SAP Emergency subsidy to 1.3 Million 4Ps household beneficiaries living in areas still under Enhanced Community Quarantine or ECQ for the period May 1-15, this June 2020.
The SAP Emergency Subsidy (ES) under RA 11469 or the “Bayanihan to Heal As One” law is given to low-income poor families severely affected by the COVID-19 crisis to be given in two (2) tranches covering the period April to May.
For the 2nd tranche, the IATF Resolutions Nos. 30-31 which declare critical areas in the country under ECQ were used as basis for the SAP-ES recipients. These are the National Capital Region, Region III (Central Luzon) except the province of Aurora, Region IV-A (CALABARZON), Pangasinan, Benguet, Iloilo, Cebu, Bacolod City, and Davao City. Also included are selected areas covered by the IATF Resolution No. 31, which recommended to the President for the Provincial Governor of Albay to declare ECQ in the city of Legazpi and in other component cities or municipalities with high incidence of COVID 19 cases. The IATF also authorized the local chief executives of Legazpi and Zamboanga cities to declare ECQ in constituent barangays with high incidence of COVID-19 cases.
The total 4Ps household SAP-ES beneficiaries will cover both cash card holders and non-cash card holders in each ECQ area. These are all 4Ps cash card holders paid during the 1st tranche, and the list of target 4Ps household non-cash holders during the 1st tranche of release.
DSWD aims to expedite release of the 2nd tranche where all cash-card holders shall be paid immediately while the release of the subsidy for the non-cash card holders will be facilitated again through direct pay-out scheme by DSWD, the Landbank, and/or partner NGAs.
The 4Ps household beneficiaries were initially informed that the SAP-ES for them can only be availed once through DSWD. Those who will be found later to have received double entitlements from other SAP programs from other agency such as DOLE’s CAMP or Tulong Pangkabuhayan sa Displaced/ Underprivileged Workers (TUPAD), DA’s Cash Assistance for Farmers Survival and Recovery (SURE) Assistance for marginalized, small farmers and fishers recovery package, small business wage program of the Social Security System (SSS), etc., the excess amounts received will be recovered by DSWD from their succeeding 4Ps cash grants starting 2020 Period 3 covering June and July.
The 4Ps beneficiaries are again reminded to observe strict social distancing and safety protocols during withdrawals of their subsidy, and also wait for their city or municipal links for information on when their subsidy will be available for release. ###
