The Department of Social Welfare and Development (DSWD) is working closely with the Department of Budget and Management (DBM) to help facilitate the release of salaries of Pantawid Pamilyang Pilipino Program (4Ps) implementors in the Bangsamoro Autonomous Region for Muslim Mindanao (BARMM).
This developed following a news report that was aired over a TV station in Cotabato on the unpaid salaries of more than 1,000 4Ps workers in BARMM.
The Department has, likewise, exerted efforts to assist the Ministry of Social Welfare BARMM facilitate the request to release the funds intended to implement various programs of DSWD to include the 4Ps.
Through the letter request of DSWD dated May 30, 2019, the transfer of funds was granted to the government of BARMM last June 3, 2019 which covers the program funds to include salaries and operating expenses.
However, DBM required the Ministry of Social Welfare BARMM to submit a revised monthly disbursement plan (MDP).
Last Friday, the Department met with the officials of BARMM to request an update on the submission of the MDP. During the meeting, the Ministry of Social Welfare BARMM informed DSWD that it already submitted the revised MDP to DBM, but which needed further enhancement. It committed to submit the enhanced version by tomorrow, June 10. As soon as the enhanced MDP is received by DBM, the Notice of Cash Allocation (NCA) shall be released immediately and the Ministry of Social Welfare BARMM may start processing the payroll.
DSWD vows to assist the Ministry of Social Welfare BARMM until the matter is resolved. It also emphasizes that it will continue to adhere to the principles of good governance, transparency, and accountability in all its operations and program implementation.
