"Hindi po ito gamot sa kahirapan, tulong po ito para makatawid sa hirap," he said in reference to the conditional cash transfer (CCT). Speaking one-liners in English tentatively, 59-year old Mang Conrado believes the CCT program of the Social Welfare Department is no magic pill. He has raised his four daughters for 10 years now with some help from the program. His wife died from post partum depression two months after she gave birth to their youngest. He remains single to this day and has no plan of getting married again. His priority now is to make sure his four children religiously go to school.

In 2013, the program was expanded further to cover children aged 0-18 from the original 0-14. The expansion of age coverage is in response to the study showing that children have better chances of being gainfully employed after finishing their high school based on the new curriculum being implemented by the Department of Education.
