The Department of Social Welfare and Development (DSWD), through the Conditional Cash Transfer Group (CCTG), is equipping its frontline workers with practical support to help them reach family beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps), and carry out their duties under actual field conditions through the nationwide provision of Family Development Session (FDS) kits and care kits to support City and Municipal Links (C/MLs).
“The provision was made in accordance with the instruction of Secretary Rex Gatchalian, recognizing the realities faced by our case managers and field implementers who facilitate FDS and work directly with 4Ps families across communities with varying geographic, logistical, and resource conditions,” Atty. Mary Rose G. Oquindo-Pasibi, Director of the Office of Program Services and Interventions under CCTG, said.
Some 14,655 4Ps City/Municipal Links (C/MLs) nationwide have been provided with primary FDS Kits to support them in conducting Family Development Sessions and engaging 4Ps families.
The Primary FDS Kits, which include a backpack, umbrella, Manila paper, markers, ballpens, crayons, Bristol board, multicopy paper, and masking tape, were fully delivered to the field in June 2025, while the supplemental FDS Kits, containing replenishable materials, were likewise delivered to C/MLs nationwide, with distribution completed in December 2025. Succeeding deliveries for this year were already completed last August 2026. The CCTG committed to provide replenishments of these materials every quarter.
“Together, these kits provide frontline workers with readily available materials needed to facilitate FDS without having to source or reproduce supplies on their own,” Director Pasibi noted.
Meanwhile, in response to the request of Case Managers during the dialogue of the Secretary in various regions, the FDS Care Kits, which contain one tumbler, one raincoat or rainsuit, and one pair of rainboots, are currently being distributed nationwide.
“These care kits, on the other hand, provide practical support to C/MLs who travel to communities and perform their duties under varying field conditions, particularly in areas where weather and difficult terrain can affect mobility,” the 4Ps official stated.
As of September 9, 2026, more than 5,900 Care Kits have been delivered across eight DSWD Field Offices, including the National Capital Region (NCR), Cordillera Administrative Region (CAR), and Regions I, II, III, IV-A, IV-B, and V.
The DSWD continues to facilitate the delivery of the remaining Care Kits to C/MLs in other regions, completing the nationwide provision of practical field support for 4Ps frontline workers.
“With the materials provided, C/MLs can reduce the logistical burden of preparing for sessions and focus more on their primary responsibility of facilitating meaningful learning and engagement among 4Ps families,” Director Oquindo-Pasibi emphasized.
The provision of the FDS kits responds to the Refining and Strengthening FDS Transformative Learning Path (TLP) initiative conducted by the program from September 2024 to February 2025, revealing that frontline workers faced challenges in accessing appropriate facilitation materials, resulting in the need to source, reproduce, or improvise supplies for FDS implementation.
“More than a supply of materials, the FDS and Care Kits are intended to provide frontline workers with practical resources that adapt to the conditions in which they perform their work—whether facilitating learning sessions with families or travelling to communities to deliver 4Ps services,” Director Oquindo-Pasibi added.
For Arrian Pedroza, a 4Ps Municipal Link in Altavas, Aklan, the FDS kits will help her conduct FDS more effectively, ensuring clear messaging and a more convenient delivery.
Recalling her experience in more than 11 years of service, Altavas also expressed her gratitude to the Secretary, and is pleased to receive the kit.
With the provision of these materials, Pedroza said she can now conduct FDS more effectively, ensuring clear messaging and a more convenient delivery.
Through the provision of these necessary kits, the DSWD aims to help its 4Ps frontline workers remain equipped, prepared, and able to perform their duties consistently as they work directly with families across the country. – Glennald O. Porillo
