The Department of Social Welfare and Development (DSWD), through the Conditional Cash Transfer Group (CCTG), has begun the pilot distribution of its Pantawid Pamilyang Pilipino Program (4Ps) Compliance Booklet in three regions as part of the program’s ongoing transition toward a more beneficiary-driven and digital compliance monitoring system.
“The Compliance Booklet puts the compliance record directly in the hands of 4Ps families. When they need to have their compliance verified, they simply bring their booklet to the appropriate service provider. This makes the process more seamless and supports faster and more efficient grant disbursement,” Director Augustus Lito M. Narag of the Office of Beneficiary Management and Service Delivery under CCTG said on Thursday, September 24.
The pilot includes DSWD Field Offices II (Cagayan Valley), VII (Central Visayas), and Caraga, with a total of 295,159 4Ps compliance booklets to be distributed to the families. This covers 75,649 families in Cagayan Valley, 113,260 in Central Visayas, and 106,250 in Caraga.
According to Director Narag, the rollout forms part of the continuing implementation of the 4Ps Forward Digital Platform and the program’s systems re-engineering efforts, initiated by DSWD Secretary Rex Gatchalian.
“This effort seeks to modernize compliance monitoring and eventually reduce reliance on the periodic distribution of paper-based Compliance Verification Forms (CVFs). The Compliance Booklet is designed to serve as a beneficiary-held record of compliance-related information and activities, as a basis for payment of grants for health and education, particularly for those enrolled in the Alternative Learning System, Alternative Delivery Mode, and Early Childhood Care and Development Center,” Director Narag emphasized.
The pilot distribution also forms part of the preparation for the 2.2 million Compliance Booklets intended for 4Ps families nationwide ahead of the planned rollout of the digital system in 2027.
Pilot regions begin distribution and orientation
Director Narag shared that the three pilot Field Offices are closely monitoring not only the distribution of the booklets but also conducting orientation for beneficiaries on the booklet’s purpose, proper use, and procedures for accomplishing it.

In Field Office Caraga, the first distribution of the new Talaan ng Pamilyang Pantawid para sa Edukasyon, Kalusugan, at Nutrisyon was conducted on September 16 in Barangay Banza, Butuan City, where 106 4Ps beneficiaries received the Compliance Booklet.
For beneficiary Jean Mar Potenciado, the booklet provides families with a convenient reference for their compliance information, particularly on health and education.
“Para sa ako, dako ni nga tabang sa amo in the future, kay naa nami booklet nga mahimo namong reference para sa compliance namo sa 4Ps, at the same time, convenient siya kay naa na sa amo mismo ang impormasyon sa among compliance especially sa health ug education,” Potenciado said.
(For me, this is a huge help to us in the future because we now have a booklet that we can use as a reference for our 4Ps compliance. At the same time, it is convenient because we already have the information regarding our compliance right with us, especially concerning health and education.)
The DSWD Field Office II (Cagayan Valley) also started distributing the Compliance Verification Booklet to some 23 4Ps beneficiaries in Tuguegarao City on September 18.
During the distribution activities in both regions, the beneficiaries also took an Oath of Commitment, pledging to properly use and protect their booklets, keep them in good condition, report loss or damage, and refrain from tampering with or making unauthorized changes to the records.
Meanwhile, in Central Visayas, the delivery of 4Ps Compliance Booklets has started across the region on September 17.
A total of 113,260 booklets are being delivered to 101 local government units, with the booklets initially received by 4Ps City and Municipal Links (C/MLs), who will facilitate their proper distribution to target 4Ps families.
The Compliance Booklet is part of the 4Ps’ continuing digital transformation to make compliance monitoring more organized, accurate, and accessible while giving families a more active role in keeping track of their program responsibilities. – Niño Mel Hayno Trinidad
