Burrasca stands as a beacon of hope and resilience, demonstrating that poverty is not a barrier but a challenge that can be overcome with the right support. Her remarkable journey is a testament to the transformative asset of the Pantawid Pamilyang Pilipino Program, showcasing how a government initiative can evolve from a basic subsidy into change.
Lourdes’ path began with a steadfast commitment to the foundational elements of the program. She embraced the program’s conditionalities, such as school attendance and regular health check-ups and consultation visits, as essential investments in her family’s future. However, the pivotal moment in her transformation came during the Family Development Sessions (FDS). These sessions were more than just sessions —they were a classroom where Lourdes gained invaluable insights into children’s rights, responsible parenting, and effective household management.
Lourdes ensured her children attended clinics not out of obligation, but out of a commitment to their well-being. Her home became a living example of the values imparted in FDS, shifting her family’s focus from mere survival to intentional growth and development. Her clear communication skills and leadership qualities led her to transition into the role of a Parent Leader. She became a vital link between the government and her community, guiding fellow beneficiaries through the compliances of the program and encouraging them to view the 4Ps as a hand-up rather than a handout.
Lourdes moved beyond relying solely on the monthly cash grant. The opportunities provided by the program laid the foundation for a sustainable income, allowing her family to meet their needs through her own hard work.
With a mother who serves as both a provider and a community leader, they are on a clear path toward self-reliance. Lourdes has ensured that her family is not only dreaming of a better life but actively living it.
From Compliance to Leadership
In August 2023, Lourdes took on a new responsibility as a 4Ps Parent Leader. The role marked a turning point from following program conditions to helping others do the same.
As a Parent Leader, Lourdes helps bridge the gap between program implementers and beneficiaries, ensuring that information is clearly communicated and understood at the community level.
In many communities, Parent Leaders serve as the program’s frontliners—translating policies into everyday practice. As of now, there are more than 160,308 Parent Leaders nationwide and 9,154 in the entire Cebu Region, who assist the more than four million families in complying with the conditions of the program.
Her leadership has produced tangible results which inspire positive change, improved attendance in FDS, increased compliance with program conditions and more importantly, her fellow parents became more engaged. But for her, “There are moments when it can be hurtful, but I still choose to respond with patience and understanding, knowing that they, too, are facing their struggles.”
Despite this, her approach has been simple yet effective: patience, consistency, and empathy. These are values reinforced through 4Ps and reflected in how she leads her community.
Strengthening Families and Communities
Beyond her role in 4Ps, Lourdes actively promotes education and community participation. As a member of the Parent-Teacher Association (PTA), she encourages parents to stay involved in their children’s schooling.
She also participates in barangay initiatives such as clean-up drives, demonstrating that development extends beyond the household.
Her actions highlight how investments in human capital ripple outward—strengthening families, schools, and communities alike.
Pathway to Self-Reliance
Through the Sustainable Livelihood Program (SLP), Lourdes received seed capital for her piggery business—an opportunity that supports the program’s goal of helping families move toward economic independence.
“I want to grow what I started through the SLP. Even if it’s just a small piggery now, I believe it can help our family stand on our own someday. I want to show that with hard work, we can rise and provide better opportunities for our children, especially in sending them to school,” she said with optimism.
Her livelihood, though modest, represents a critical step from relying on assistance to building a sustainable income.
Investing in the Next Generation
Lourdes draws strength from her five children, who continue to inspire her daily. Her eldest is now in a 2nd year college, while her younger children remain active in school under the support of 4Ps.
Their progress reflects the program’s long-term goal: breaking the cycle of poverty by ensuring that children grow up educated, healthy, and prepared for the future.
Lourdes’ journey—from a compliant member to a community leader—demonstrates how 4Ps works as a human capital investment program.
It is not only about providing assistance but about building capabilities, strengthening values, and creating opportunities for families to improve their lives.
