
Qualified beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) are now eligible for up to 100% electricity discount under the Lifeline Rate Subsidy Program (LRSP), as mandated by Republic Act No. 11552, also known as the Lifeline Rate Law.
Through the Joint Resolution No. 01, series of 2026 between the Department of Social Welfare and Development (DSWD), Department of Energy (DOE), and the Energy Regulatory Commission (ERC), 4Ps families consuming 0 to 50 kWh per month are automatically entitled to a full discount on their electricity bill within the consumption threshold.
For families whose monthly consumption exceeds 50 kWh, the applicable lifeline discount will continue to be granted based on the approved rates and established uniform national lifeline consumption threshold:
0–50 kWh – 100% discount
51–70 kWh – 35% discount
71–100 kWh – 20% discount
“For many of our beneficiaries, every peso saved makes a meaningful difference. This 100 percent electricity discount helps ease their monthly expenses, allowing families to redirect their limited income to food, children’s education, medicines, and other essential needs. More than a subsidy, this is added security and peace of mind for families striving to improve their lives,” 4Ps National Program Manager and Director Gemma B. Gabuya said.
Meanwhile, the subsidy is directly applied by electric distribution utilities, provided their information in the DSWD-certified list exactly matches the records of their respective distribution utilities.
In cases of substantial discrepancies or unmatched records, beneficiaries are advised to apply through manual processing by submitting the required documents, including a duly accomplished application form, the latest electricity bill, and a valid government-issued ID to their respective electric service providers.
“Through the enhanced implementation of the Lifeline Rate Subsidy Program, the government aims to ensure that more qualified 4Ps households receive electricity subsidies seamlessly and without unnecessary procedural barriers,” Director Gabuya added.
The Lifeline Rate is a socialized pricing mechanism that grants percentage-based discounts to Qualified Marginalized End-Users (QMES) who are financially unable to pay the full cost of service, including 4Ps families.
Through the enhanced implementation of the Lifeline Rate Subsidy Program, the 4Ps reaffirms its commitment together with partner agencies to further strengthen social protection programs through a whole-of-government approach, ensuring that essential services such as electricity remain accessible to 4Ps families and supporting their continued journey toward self-sufficiency. – Andrea Christine N.
