A milestone event in the implementation of the Pantawid Pamilyang Pilipino Program (4Ps) was held last 26 November 2009 during the Ceremonial Presentation of the Memorandum of Agreement (MOA) to Her Excellency President Gloria Macapagal Arroyo for the expansion of the 4Ps.
“This is a significant milestone for the government as the 4Ps expansion covers the one million 4Ps beneficiary family in accordance with the directive of President Arroyo,” said DSWD Secretary Esperanza Cabral.
The event was highlighted by the presentation of the signed MOA to President Arroyo by local chief executives from Palawan province led by Mayor Clara Degillo of the Municipality of Rizal. It was attended by 395 mayors and 61 congressmen and governors from the 444 expansion municipalities of the 4Ps. Also present were representatives from partner agencies and organizations such as Department of Health, National Nutrition Council, National Economic Development Authority, Landbank and the World Bank.
The presentation of updates on 4Ps implementation was given by Secretary Cabral where she showcased the early effects of the program in its pilot areas. The guests applauded when Secretary Cabral mentioned that additional budget of PhP5.0 billion was approved by PGMA for the implementation of 4Ps in CY 2010.
A dialogue between President Arroyo and three program beneficiaries culminated the event as three mothers gave live testimonies of the benefits they have had since they became beneficiaries in 2008. A short audio-visual presentation entitled “Salamat sa 4Ps, Salamat Pangulong Gloria” featured beneficiaries who expressed their gratitude to the President for giving them the 4Ps was also shown during the event.
At present, 700,000 poor households are already benefiting from the 4Ps program. The new household beneficiaries will start receiving cash grants before end of December 2009. The 4Ps is a poverty reduction and social development program that provides conditional cash grants to as much as P1,400 to poor households to improve their health, nutrition and education particularly children aged 0-14 years old. It is an adaptation of CCT programs in Latin American countries where experience has shown that investment in human capital vastly improves a country’s chances of reducing poverty.
